  TITLE OF BILL: An act to amend the alcoholic beverage control law, in relation to removing the requirement of the state liquor authority to have not more than two members of the authority belong to the same political party   PURPOSE OR GENERAL IDEA OF BILL: This bill aims to modify the composition requirements of the State Liquor Authority by removing the mandate that restricts no more than two members of the authority from belonging to the same political party. This change is intended to provide greater flexibility in the appoint- ment process and to reflect a more modern approach to governance that prioritizes expertise and capability over political balance.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. Amends Section 11 of the alcoholic beverage control law by eliminating the provision that restricts more than two members of the State Liquor Authority from being affiliated with the same political party. Section 2. Effective date.   JUSTIFICATION: The current requirement that no more than two members of the State Liquor Authority can belong to the same political party is an outdated rule that does not necessarily contribute to the effectiveness or fair- ness of the Authority's governance. This bill proposes eliminating this requirement to allow for appointments to be made based on professional qualifications, experience in relevant fields, and the ability to serve.the public interest effectively, without undue emphasis on poli- tical party representation. This adjustment is expected to enhance the functioning of the Authority by focusing on competency rather than poli- tical diversity.   FISCAL IMPLICATIONS: None.   PRIOR LEGISLATIVE HISTORY: 05/21/24referred to economic development   EFFECTIVE DATE: IMMEDIATELY.
