NEW YORK STATE ASSEMBLY MEMORANDUM IN SUPPORT OF LEGISLATION submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A868
SPONSOR: Lunsford

TITLE OF BILL:
An act to amend the education law, in relation to certain special
services aid for large city school districts and other school districts
which were not components of a board of cooperative educational services
in the base year

SUMMARY OF PROVISIONS:
Section 1 amends section 3602(10)(b) of the education law to expand the
aid for career education for city school districts and other school
districts which are not components of a board of cooperative educational
services to include ninth grade. It also increases the allocation amount
per pupil from $3,900 to $4,300.
Section 2 is the effective date.

JUSTIFICATION:
Career and Technical Education ("CTE") funding through Special Services
Aid is allocated to certain large city school districts and other school
districts which are not part of a BOCES system. This funding is used to
provide students with a strong foundation of technical knowledge and
skills to complement their academic studies and prepare them for both
college and future careers. Increasing access to CTE not only decreases
overall dropout rates, but it can also assist in closing New York
State's middle skills job gap. Today's technical jobs often require
special skill sets and can offer above average salaries and benefits;
however, a shortage of skilled applicants is becoming a burden to New
York State business owners.
Currently, CTE funding is capped at $3,900 per pupil from grades ten to
twelve who attend career education programs offered by the school
districts. By increasing this amount to $4,300 and expanding to ninth
grade, this bill will enhance opportunities for our scholars and lead to
improved graduation rates and employment opportunities post-graduation
