TITLE OF BILL:
An act to amend the private housing finance law, in relation to requir-
ing the publication of the number of veterans on certain housing waiting
lists
 
PURPOSE OR GENERAL IDEA OF BILL:
The bill makes the number of veterans, or a surviving spouse of a veter-
an, available on the waiting list for the Mitchell Lama housing applica-
tions.
 
SUMMARY OF PROVISIONS:
Section 1. The bill amends the private housing finance law by adding a
new section of subdivision 7 of section 31 which states that the number
of persons given preference as a veteran, or a surviving spouse of a
veteran shall be published adjacent to the publication to be on a wait-
ing list.
Section 2. This act shall take effect 118 days after it becomes law.
 
JUSTIFICATION:
New York State veterans are usually placed at the top of the admissions
waitlists should they apply for the Mitchell-Lama housing applications.
However, veterans who are applying have no clear indication if there are
other veterans applying for the same application.
This bill proposes that the number of applicants applying as veterans
and a surviving spouse of veterans be made available on the applications
waitlist. By making this information available, it would allow veterans
to make informed decisions about where to apply for housing. The bill
would also bring attention about Mitchell-Lama housing to veterans look-
ing for affordable housing.

AN ACT to amend the private housing finance law, in relation to requir-
ing the publication of the number of veterans on certain housing wait-
ing lists
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 7 of section 31 of the private housing finance
2 law, as amended by chapter 399 of the laws of 2010, is amended to read
3 as follows:
4 7. Preference in admission to a project with an open waiting list, as
5 determined by the commissioner or the supervising agency, shall be given
6 by a mutual company or an urban rental company or by the New York state
7 housing finance agency when subleasing dwellings in projects of such
8 companies pursuant to section forty-four-a of this chapter, to persons
9 or surviving spouses of persons who are veterans as such term is defined
10 pursuant to section eighty-five of the civil service law. The number of
11 persons given preference as a veteran or a surviving spouse of a veteran
12 shall be published adjacent to the application to be on such waiting
13 list. For projects with a closed list, as determined by the commissioner
14 or the supervising agency, such preference shall be given upon the open-
15 ing of the waiting list. Notwithstanding the foregoing, persons who are
16 residing in a limited-profit housing project shall be given first prior-
17 ity for an internal transfer in the project in which they are residing
18 in accordance with rules and regulations promulgated by the commissioner
19 or the supervising agency.
20 § 2. This act shall take effect on the one hundred eightieth day after
21 it shall have become a law. Effective immediately, the addition, amend-
22 ment and/or repeal of any rule or regulation necessary for the implemen-
23 tation of this act on its effective date are authorized to be made and
24 completed on or before such effective date.
