TITLE OF BILL: An act to amend the environmental conservation law, in
relation to authorizing special access to hunting and fishing grounds on
state land for handicapped individuals
 
PURPOSE:
To authorize handicapped people access to hunting and fishing grounds on
state land.
 
SUMMARY OF PROVISIONS:
Section 1 amends the Environmental Conservation Law by adding a new
section 11-0115 to allow handicapped individuals access for hunting and
fishing grounds on state land. The commissioner will authorize special
access for hunting and fishing grounds on state lands. This will apply
to individuals who have been issued handicapped parking permits pursuant
to section 1203-a of the vehicle and traffic law. Such rules and regu-
lations are included, but not limited to allowing access to certain
designated hunting and fishing grounds on state lands by ATV.
Section 2. provides that this act shall take effect immediately.
 
JUSTIFICATION:
Handicapped individuals have a difficult time physically in their
efforts to reach their hunting destination. This bill would authorize
special access for handicapped individuals and will provide these indi-
viduals with the opportunity to utilize an ATV to enjoy hunting privi-
leges.
The commissioner will authorize special access for hunting and fishing
grounds on state lands. This will apply to individuals who have been
issued handicapped parking permits pursuant to section 1203-a of the
vehicle and traffic law. Such rules and regulations are included, but
not limited to allowing access to certain designated hunting and fishing
grounds on state lands by ATV.
Enhancing access to fishing and hunting opportunities for a diverse
community of disabled hunters who value these outdoor activities will
ultimately enhance the number of people active and participating sports-
men.

AN ACT to amend the environmental conservation law, in relation to
authorizing special access to hunting and fishing grounds on state
land for handicapped individuals
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The environmental conservation law is amended by adding a
2 new section 11-0115 to read as follows:
3 § 11-0115. Handicapped access for hunting and fishing grounds on state
4 land.
5 The commissioner shall promulgate rules and regulations authorizing
6 special access to hunting and fishing grounds on state lands for indi-
7 viduals who have been issued handicapped parking permits pursuant to
8 section twelve hundred three-a of the vehicle and traffic law. Such
9 rules and regulations shall include, but not be limited to allowing
10 access to certain designated hunting and fishing grounds on state lands
11 by ATV as such term is defined by section twenty-four hundred one of the
12 vehicle and traffic law.
13 § 2. This act shall take effect immediately.
