  TITLE OF BILL: An act to amend the public authorities law, in relation to funds allo- cated to the independent authorities budget office   PURPOSE OF BILL: To provide for general fund support for the Authorities Budget Office fringe benefits and indirect costs.   SUMMARY OF PROVISIONS: OF BILL: This bill amends section 2975 of the Public Authorities Law by amending subdivision 3-a to direct the Division of Budget to use general funds for the cost of the ABO's fringe benefits.   JUSTIFICATION: The Authorities Budget Office appropriation is received from a special revenue account through an assessment on public authorities. The ABO is currently assessed nearly one third of its total appropriation to cover its own fringe benefits and indirect costs. This is preventing the ABO from fulfilling its statutory mission and maximizing its impact. This bill would shift the costs from an ABO appropriation expense to the general fund, which would enable the ABO to use these additional funds for its defined purposes.   LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: TBD   EFFECTIVE DATE: Immediately

        AN ACT to amend the public authorities law, in relation to  funds  allo-
          cated to the independent authorities budget office
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 3-a of section 2975 of the  public  authorities
     2  law,  as added by chapter 506 of the laws of 2009, is amended to read as
     3  follows:
     4    3-a. A direct portion of these funds shall be allocated  to  fund  the
     5  authorities  budget  office established by section four of this chapter.
     6  Such allocation shall only be  used  for  the  direct  expenses  of  the
     7  authorities  budget  office  and  shall  not include fringe benefits and
     8  indirect costs.
     9    § 2. This act shall take effect immediately.
