AN ACT to amend chapter 154 of the laws of 1921 relating to the port
authority of New York and New Jersey, in relation to toll reimburse-
ment for all represented and non-represented persons employed by the
port authority of New York and New Jersey
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1 of chapter 154 of the laws of 1921 relating to
2 the port authority of New York and New Jersey is amended by adding a new
3 article XXIV to read as follows:
4 ARTICLE XXIV
5 TOLL REIMBURSEMENT
6 1. The following terms shall have the following meanings:
7 (a) "Port authority of New York and New Jersey employee" shall include
8 every person, by whatsoever title, description or designation known, who
9 receives any pay, salary or compensation of any kind from the port
10 authority of New York and New Jersey.
11 (b) "Port authority port district" is the geographical area within the
12 twenty-five mile radius of the Statue of Liberty National Monument,
13 encompassing a total of fifteen hundred square miles.
14 2. During commutation to and from a work assignment within the port
15 authority port district, every port authority of New York and New Jersey
16 employee, both represented and non-represented shall be reimbursed for
17 mandatory toll charges incurred while entering and traveling within the
18 port authority port district.
19 3. Port authority of New York and New Jersey employees shall be enti-
20 tled to non-revenue E-ZPass or a successor device exclusively for commu-
21 tation only. Unless otherwise defined in a represented memorandum of
22 agreement with the port authority of New York and New Jersey. A port

1 authority of New York and New Jersey employee shall surrender E-ZPass
2 upon retirement, resignation or termination.
3 § 2. This act shall take effect upon the enactment into law by the
4 state of New Jersey of legislation having an identical effect with this
5 act, but if the state of New Jersey shall have already enacted such
6 legislation, this act shall take effect immediately; provided that the
7 state of New Jersey shall notify the legislative bill drafting commis-
8 sion upon the occurrence of the enactment of the legislation provided
9 for in section one of this act in order that the commission may maintain
10 an accurate and timely effective data base of the official text of the
11 laws of the state of New York in furtherance of effectuating the
12 provisions of section 44 of the legislative law and section 70-b of the
13 public officers law.
