TITLE OF BILL:
An act in relation to authorizing Mark Barnhart, David Skinner, and
James Pappas to take the competitive civil service examination and be
placed on the eligible civil service list for employment as a full-time
police officer for the Wayland police department
 
PURPOSE OR GENERAL IDEA OF BILL:
*Authorizes Mark Barnhart, David Skinner, and James Pappas to take the
competitive civil service examination and be placed on the eligible
civil service list for employment with the village of Wayland.
 
SUMMARY OF PROVISIONS:
Section one: Notwithstanding the provisions of section 58 of the civil
service law, or any other provision of law to the contrary, Mark Barn-
hart, David Skinner, and James Pappas shall be eligible to take the
competitive civil service examination for the position of full-time
police officer and shall, contingent upon such person's score on such
examination, be eligible to be placed on the eligible list for appoint-
ment as full-time police officers for the village of Wayland. Section
two: Mark Barnhart, David Skinner, and James Pappas shall otherwise be
subject to the merit and fitness provisions of the civil service law
applicable to full-time police officers. Section 3: Sets forth the
effective date.
 
JUSTIFICATION:
Mark Barnhart, David Skinner, James Pappas, are part-time police offi-
cers with the Wayland Police Department. These officers have been grant-
ed by the Wayland Police Chief the opportunity to seek an age-based
waiver to take the competitive examination to become a full-time police
officers with the Village of Wayland Police Department. This legislation
would allow Officers Barnhart, Skinner, and Pappas to test for the full-
time police officer position.

The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Notwithstanding the provisions of section 58 of the civil
2 service law, or any other provision of law to the contrary, Mark Barn-
3 hart, David Skinner, and James Pappas shall be eligible to take the
4 competitive civil service examination for the position of full-time
5 police officer and shall, contingent upon such person's score on such
6 examination, be eligible to be placed on the eligible list for appoint-
7 ment as full-time police officers for the village of Wayland.
8 § 2. Mark Barnhart, David Skinner, and James Pappas shall otherwise be
