submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A1368 SPONSOR: Simon
  TITLE OF BILL: An act relating to providing public awareness of novel virus programs and resources; and providing for the repeal of such provisions upon expiration thereof   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to protect consumers by requiring the department of state to compile a comprehensive list of all novel virus related programs and resources available to consumers implemented at the state level on a single webpage.   SUMMARY OF PROVISIONS: Section one of the bill requires the secretary of state to compile a comprehensive list of all novel virus related programs and resources implemented at the state level on a single webpage. Section two contains the effective date.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION: The comprehensive list will now be created and updated by the Department of State. The bill also contains a repeal date now.   JUSTIFICATION: New York state has implemented programs and directed resources to assist consumers, student loan debtors, senior citizens, small businesses, and renters and homeowners that were negatively impacted by the novel virus COVID-19. Many individuals who would benefit from these, and future programs and resources do not know that they are available. Therefore, when a new state-supported novel virus related resource or program becomes available the new information or programs shall be made avail- able on a single webpage. Consolidating information on all the programs and resources available related to novel virus supports would enable individuals to navigate their options with greater ease.   PRIOR LEGISLATIVE HISTORY: 2023-24: A2278 Simon -referred to governmental operations 2021-22: A7808 Simon -referred to governmental operations   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: minimal impact   EFFECTIVE DATE: This act shall take effect immediately and shall expire December 31,2026 when upon such date the provisions of this act shall be deemed repealed.

SIMON, BURDICK, STERN, LUPARDO, ZINERMAN, SEAWRIGHT, DeSTEFANO, KELLES, GONZALEZ-ROJAS, TAGUE, MAGNARELLI, SANTABARBARA, SAYEGH -- read once and referred to the Committee on Governmental Operations AN ACT relating to providing public awareness of novel virus programs and resources; and providing for the repeal of such provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. 1. No later than sixty days after the effective date of 2 this act, the secretary of state shall begin publishing a comprehensive 3 list of all novel virus related programs and resources available to 4 consumers, student loan debtors, senior citizens, small businesses, 5 renters and homeowners, which are implemented at the state level. There- 6 after, when a new state-supported novel virus related resource or 7 program becomes available, the information required by this act regard- 8 ing that program or resource shall be posted on the department of state 9 website no later than seven days after it becomes available. Such 10 information, including a summary or description of each such program or 11 resource, shall be made available on a single webpage and shall provide 12 a link to the internet site for each such program or resource if avail- 13 able. 14 2. For purposes of this act, "novel virus" means a virus or bacterial 15 strain that has not been previously identified in humans. 16 § 2. This act shall take effect immediately and shall expire December 17 31, 2029 when upon such date the provisions of this act shall be deemed 18 repealed.
