Assemblymember Linda B. Rosenthal and Senator Brad Hoylman-Sigal Statement in Response to Governor Hochul's Veto of A.26/S.5534
December 19, 2025
“We are deeply disappointed by Governor Hochul’s decision to veto our legislation expanding access to HIV treatment and prevention drugs. By continuing to impose unnecessary prior authorization requirements, New Yorkers on Medicaid will continue to face dangerous delays in obtaining HIV medications.
Last year, we authored a law granting these very protections to those on private insurance. The Governor’s veto will allow a two-tiered system whereby the most vulnerable in our state will continue to wait the longest for HIV care. At a time when the Trump administration is decimating access to vital healthcare services, New York State should be doing all in its power to prevent new HIV infections and connect people with care.”
