Tannousis Puts Staten Island and Bay Ridge First with Energy Relief Plan and Community Safety Legislation
Assemblyman Michael Tannousis (R,C–Staten Island/Brooklyn) joined in the announcement of the Assembly Minority Conference’s “Lights On With Energy Relief” (LOWER) plan—a comprehensive strategy to reduce skyrocketing utility costs, improve grid reliability and restore balance to New York’s energy policy—while reaffirming his commitment to protecting Staten Island and Bay Ridge neighborhoods.
With electricity prices for residential consumers having risen 47.1% since 2019, Tannousis emphasized the urgent need for immediate relief for hardworking families and long-term reforms to secure affordable, reliable power.
The LOWER plan includes income-based rebate checks of up to $400 for utility ratepayers, delivering direct financial relief to households struggling with rising energy bills. It also requires that surplus and uncommitted funds remaining in the New York State Energy Research and Development Authority’s Climate Investment Account be returned directly to ratepayers as utility bill credits.
These funds are collected through energy surcharges under the Public Service Commission’s clean energy fund to support clean energy initiatives. There is currently an estimated $2.4 billion in the account that would be returned to ratepayers under this proposal.
The plan advances what Assemblyman Tannousis describes as a true all-of-the-above energy policy—expanding pipelines, natural gas, nuclear, renewables and advanced technologies to ensure affordable, reliable power generation across New York.
“New Yorkers deserve an energy policy that lowers costs, strengthens reliability and respects our communities,” said Tannousis. “Families are paying more every month for electricity, and they deserve immediate relief. At the same time, we must pursue a balanced, responsible energy strategy that protects public safety and ensures long-term stability.”
“Energy affordability and community safety must go hand in hand,” Tannousis added. “We can modernize our grid and pursue innovation, but not at the expense of Staten Island families.”
