                          BUDGET HIGHLIGHTS
                   (Executive Budget: pp.129-132)

The Environmental Facilities Corporation (EFC) is responsible for assisting
local governments, State agencies, and private industry in complying with 
State and Federal environmental laws and regulations.  EFC provides assistance
in the design, construction, operation and financing of air pollution control,
drinking water and waste water treatment, and solid and hazardous waste 
disposal facilities.  Among the Corporation's largest programs are the Water
Pollution Control State Revolving Loan Fund, which provides low-interest rate
loans to construct water pollution control facilities, and the Safe
Drinking Water State Revolving Loan Fund.

The EFC is included in the Health, Mental Hygiene and Environmental 
Conservation appropriation bill.

State Operations

The operations of EFC are supported by Special Revenue Funds of the State, 
the monies of which are derived primarily from the Corporationžs programs. 
The Executive proposes a Special Revenue - Other Fund appropriation of 
$8,253,200, an increase of $606,600.  This reflects salary increases 
totaling $152,600, as well as nonpersonal service cost increases
of $454,000.

Capital Projects

The Executive recommends a capital projects appropriation of $292,000 from
the Clean Water/Clean Air Implementation Fund for personnel costs associated
with the clean water and air quality purposes of the 1996 Clean Water/Clean Air
Bond Act.  This represents level staffing funded in EFC through the Bond Act.

The Governor appropriates $6,250,000 in new funding for the Pipeline for Jobs
Program and provides a reappropriation of $14,500,000 for the original program
created in the 1999-2000 State Budget.

In addition, the Governor proposes total State and Federal Fund 
appropriations of $178,632,000 in the Department of Environmental Conservation
for the Water Pollution Control Revolving Loan Fund, and $103,659,000 in the
Department of Health for the Safe Drinking Water Revolving Loan Fund.  
These monies are used for the capitalization of the loan funds.
