                                BUDGET HIGHLIGHTS
                         (Executive Budget: pp.421-423)

The Governors Office of Regulatory Reform (GORR) focuses on oversight of State 
regulations, provides information on regulatory requirements, and attempts to 
expedite regulatory approval.

This Office is included in the Public Protection and General Government 
appropriation bill.

State Operations

The Governor recommends a State Operations General Fund appropriation of 
$4,093,000.  This amount reflects a State Fiscal Year (SFY) 2001-02 increase of 
$792,700 in appropriations attributable to the following changes:

--   $44,000 net increase in State Operations funds to reflect salary
     adjustments;
--   $250,000 reflecting a one-time cost associated with the agency's planned 
     move to Agency Building One; and
--   $499,000 appropriation request for the continued funding and development 
     of the On-line Permit and Licensing System (OPAL).  The OPAL project is 
     partially funded in the Office of Technology budget.
