                          BUDGET HIGHLIGHTS
                   (Executive Budget: pp.439-442)

The Division of Veterans' Affairs (DVA) assists, counsels and advocates for 
veterans, military personnel and their families.  The Division coordinates with 
other State agencies as well as the Federal Government on programs affecting
veterans.  The agency operates through regional offices located in Albany, 
Buffalo, Hauppauge and New York City.  This agency is included in the Public 
Protection and General Government appropriation budget bill.

The Executive recommends an All Funds appropriation of $11,470,000, reflecting a 
net decrease of ($2,668,700) or 18 percent reduction from the State Fiscal Year 
(SFY) 2000-2001 funding level. 
 
State Operations

The Executive budget proposes $7,345,000 for State Operations in SFY 2001-02, 
which represents a net increase of $306,700 or 4.36 percent from the prior 
fiscal year.  This increase is attributable to the following actions:

  --a $5,855,000 in General Fund appropriations reflecting a net increase of 
$251,700, or 4.49 percent, to support the administration program and the Veteran 
Counseling Services program.

  --a $1,226,000 Special Revenue-Federal Fund appropriation for the Higher 
Education Services Program.  This appropriation reflects a $55,000 net increase 
from SFY 2000-2001 and represents the actual level of anticipated Federal 
support for the Veterans' Education Program.  In prior fiscal years, the level 
of appropriation authority has significantly exceeded the amount of Federal 
funding actually received;

  --a $264,000 Special Revenue-Federal Fund appropriation increase associated 
reflecting a flat year-to-year support for Medicaid offset funding.

Aid to Localities

The Governor recommends $4,125,000 for Aid to Localities in SFY 2001-2002, 
reflecting a net decrease of ($2,975,400).  The decrease is attributable to the 
following actions:

  --a ($400,000) decrease in the Veteran Counseling Services Program due to the 
elimination of funding added by the Legislature in SFY 2000-2001; and 

  --a ($2,575,400) decrease for programs initiated by the Legislature in SFY 
2000-2001.

The Executive continues requests a $3,400,000 appropriation for the Blind 
Veteran Annuity Assistance Program, reflecting a flat year-to-year funding level 
for the program from SFY 2000-01.  Visually impaired veterans in New York
State are eligible for a $500 annual annuity that is administered by the 
Veterans' Administration.  The benefit, which is paid in monthly installments 
now extends to certain surviving spouses of blind veterans.  The funding is 
intended to address continued growth and increased demand in the Blind Veteran 
Annuity Program due to the extension of the program to certain surviving spouses 
of blind veterans.
